Which products does this rule cover?
Presidential Decision No. 2149 bans the import of the following, and no passenger allowance applies to them:
- Tobacco products consumed by heating or burning — except cigarettes, rolling tobacco, pipe tobacco, shisha tobacco, cigars and cigarillos
- Products imitating tobacco, with or without nicotine: including e-cigarettes and electronic hookahs
- Electronic devices, parts, spare parts and solutions (e-liquids) used to consume these products
So nicotine-free e-liquids are covered too. Ordinary cigarettes, cigars and shisha tobacco follow the cigarette and tobacco allowance instead.
Transit passengers
Passengers entering Turkey by land or sea in transit are subject to the same limits. Passengers transiting through Turkey by air face no restriction, because their goods do not enter the Turkish customs territory.
